Russia's Medvedev to Attend NATO Summit Next Month

Russia's President Dmitry Medvedev has accepted an invitation to attend a NATO summit next month, following talks with French and German leaders aimed at allaying Russian fears about missile defense plans.

Medvedev said at a summit with the leaders of France and Germany on Tuesday that he will go to the NATO summit in Lisbon.

German Chancellor Angela Merkel says ``I'm very happy that the Russian president will take part in the NATO summit. I'm pleased there is a basic wilingness to participate.''

Leaders of NATO countries, including President Barack Obama, are expected to attend the summit.

NATO had invited Russia to join but as of last Friday NATO's chief Anders Fogh Rasmussen said he had not had a response from the Kremlin.

(File photo) Russian President Dimitry Medvedev is to meet with French and German leaders to discuss a Russian-proposed European security treaty following a five-year break in trilateral talks.

The talks between Medvedev, French President Nicolas Sarkozy and German Chancellor Angela Merkel will resume on Tuesday after a working dinner in Deauville, north France, RIA Novosti reported on Monday.

"A three-sided meeting is not an exclusive club to work out decisions separately from other states, but rather a convenient format for discussing our common vision in a trustful, frank atmosphere with our closest partners in Europe," Medvedev's aide Sergei Prikhodko said.

According to the report, the talks are aimed at promoting the Russian president's European security treaty initiative.

Medvedev proposed the idea of a new European security treaty in the German city of Berlin last June.

He said an efficient mechanism of European security should involve all supranational organizations on the continent, such as the North Atlantic Treaty Organization (NATO), the European Union, the post-Soviet Commonwealth of Independent States (CIS) and the Collective Security Treaty Organization (CSTO).

Medvedev noted that security should include peaceful conflict prevention and settlement arrangements, confidence building measures and arms control mechanisms.

However, the proposal has been met coolly by the United States and its allies. Western analysts claim Russia's proposed treaty would undermine European security by sharply limiting NATO's ability to act and to accept new members.
